Martial Power will be coming out later this year, and as a player of a martial character, is this book gonna be worth the $30?

The blurb says:
This book provides new archetypal builds for the fighter, ranger, rogue, and warlord classes, including new character powers, feats, paragon paths, and epic destinies.

Wait until it comes out and you look at it?

It depends what you want to pay for expanding the extremely limited class options in the core books.

Yes it will be. The PHB1 provides not much for Feat selection, not much in the way of Paragon Path choice, and the Epic Destinies are effectively "The mage one", "the Thief one", and "the one everyone else takes", because you really need to know what you're doing to make Eternal Seeker's delayed progression worth it.

Additionally, more powers are good. After about 2 fighters being played in the group you'll have used every power for Fighters in the PHB1, and then you'll want some new stuff.

To reiterate: Options = good. Besides, there's already broken combos in the PHB, don't worry about power creep so much.

I tend to snicker about power creep in 3rd Edition splatbooks, because the most powerful 3 classes in the game were right in the PHB.

That said, the developers seem to be going through the playtesting gauntlet in a LOT more detail with this edition. As stated above, look through it at your FLGS before buying and decide for yourself.

It depends on how often people play martial characters. If your normal group ends up being something along the lines of paladin, cleric, warlock, wizard(which covers all 4 roles) don't bother. But if you like martial characters, having more options is nice.

Just like he's concerned about the powers in Martial Power rather than classes, the "power creep" of 3e was something along the lines of "Synchronicity? Sure. Manipulate Form? Yes, please" much more than "OMG! The WARLOCK is UBER!!!"

However, "power creep" didn't really set in until after the first few Completes and Races Of. I'd say Martial Power, Arcane Power, and Divine Power won't be power creep at all, but rather the stuff that would have been in the PHB if they'd had room. I doubt you need to worry about the balance of Martial Power stuff at all, particularly given the broken stuff already in the PHB.
